    Developing and Harnessing Software Technology in the South: The Roles of China, India, Brazil, and South Africa

    Software technology is gaining prominence in national information technology (IT) strategies due to its huge potential for socioeconomic development, particularly through the support it provides in the productive sectors of the economy, delivery of public services and engagement of citizens. In growing numbers of developing countries, software technology is also being leveraged for income generation from digital services and products. For instance, in recent years, India, Chile, the Philippines, Brazil, China, and Indonesia have emerged as important global players in the offshore software services industry, with India and China standing out as leaders. Cooperation between developing countries (south-south) in the area of software technology has also been growing; particularly in the application of software technology to agriculture, public administration and governance (e-governance), transportation and the society (knowledge society). The paper presents the current state of software technology in the south and specifically, the maturity of the software industries in China, India, Brazil, and South Africa (CIBS). It establishes profiles of different regions based on the level of education, quality of research and availability of e-infrastructure and e-applications for determining the potential of these regions in terms of growth and competitiveness in the global software industry. Further complementary analysis of country profiles produced country clusters, helping to identify potential collaboration scenarios for advancing software capacity in the south.     An Analysis of Pulsating Subdwarf B Star EPIC 203948264 Observed during Campaign 2 of K2

    We present a preliminary analysis of the newly-discovered pulsating subdwarf B (sdB) star EPIC 203948264. The target was observed for 83 days in short cadence mode during Campaign 2 of K2, the two-gyro mission of the Kepler space telescope. A time-series analysis of the data revealed 22 independent pulsation frequencies in the g-mode region ranging from 100 to 600 μHz (0:5 to 2:8 hours). The main method we use to identify pulsation modes is asymptotic period spacing, and we were able to assign all but one of the pulsations to either l = 1 or l = 2. The average period spacings of both sequences are 261:34 ± 0.78 s and 151:18 ± 0.34 s, respectively. The pulsation amplitudes range from 0.77 ppt down to the detection limit at 0.212 ppt, and are not stable over the duration of the campaign. We detected one possible low-amplitude, l = 2, rotationally split multiplet, which allowed us to constrain the rotation period to 46 days or longer. This makes EPIC 203948264 another slowly rotating sdB star

    Teacher Compensation Based on Effectiveness: The Harrison (CO) School District's Pay-for-Performance Plan

    A teacher's effectiveness has a tremendous impact on a child's learning and academic trajectory. Yet knowing that, and being able to create teacher evaluation systems that successfully measure and document teacher effectiveness, are two very different things. In fact, for as long as anyone can remember, a public school teacher's effectiveness and performance in Ohio classrooms-as in the rest of America- haven't been measured much at all. These critical factors have had little impact on decisions about whether she is retained by her district or laid off, how she is compensated or assigned to a district's school, or how her professional development is crafted. This report, authored by Superintendent Mike Miles, takes a detailed look at the Harrison (CO) School District 2's Pay-for-Performance Plan. The Harrison Plan confronted the dual challenges of defining an effective teacher then identifying all the things that demonstrate her effectiveness. This how-to guide is meant to serve as a tool and model for Ohio's school districts

    Skipped breeding in common guillemots in a changing climate: restraint or constraint?

    Climate change may have demographic consequences for marine top predators if it leads to altered rates of skipped breeding. Here we examine variation in skipping propensity at both the population and individual levels in common guillemots Uria aalge in relation to climate and oceanographic variables and explore the extent to which skipping may be adaptive or an unavoidable consequence of ecological or social constraints. We assumed a detection probability for birds present in the colony of 1.00 and skipping events were defined to include both resightings of non-breeders and failures to resight individuals known to be alive (not present at the colony but resighted in future years). Skipping frequency was higher in years where sea surface temperatures (SST) were higher in winter (both in the current and previous year), when guillemots from our study colony disperse widely across the southern North Sea. Individuals differed consistently in their average skipping propensity and their responses to SST. Males and females were equally likely to skip on average and the frequency of skipping increased in the oldest age classes. Birds that skipped in year t had lower breeding success in year t+1 if they laid an egg, compared to birds that did not skip in year t. Lifetime reproductive output was negatively related to individual skipping frequency. These results imply that skipping is driven more by individual-specific constraints, although we cannot rule out the possibility that birds benefit from skipping when environmental (or internal) signals indicate that breeding in poor years could be detrimental to their residual reproductive value. While future climate change might lead to guillemots skipping more often due to carry-over effects from wintering to breeding periods, the net demographic impacts may be subtle as the absolute frequency of skipping may remain low and individuals will not be equally affected

    Coding to Connect: Centering Joy and Community in Elementary Computer Science Education

    In this piece, we weave together personal reflections to explore the design and implementation of an unplugged, elementary computer science (CS) event, and examine the underlying pedagogical principles guiding this work.  Critical CS scholars have increasingly called for centering joy and connection within CS, while simultaneously decentering the neoliberal focus on workforce development.  We aimed to forefront these ideas with a CS event supported and led by a multi-stakeholder partnership between preservice teachers, staff, and faculty within California State University, Dominguez Hills’ College of Education, and the students, inservice teachers, and administration at 186th St. Elementary School.  Historically, CS is an inequitable and inaccessible field that does not prioritize diversity or inclusion.  By bringing together numerous stakeholders from across the community for a CS event centering joy, we hoped to shift perceptions and experiences of CS and find better ways of supporting and inspiring all our students and teachers. &nbsp

    Conventional versus highly cross-linked polyethylene in primary total knee replacement : a comparison of revision rates using data from the National Joint Registry for England, Wales, and Northern Ireland

    There is evidence to support the use of highly cross-linked polyethylene (HXLPE) in patients undergoing total hip arthroplasty. However, the benefits for those undergoing total knee arthroplasty are uncertain, with conflicting reports based on previous cohort analyses. The purpose of the present study was to compare the revision rates following primary total knee arthroplasty with use of HXLPE as compared with conventional polyethylene (CPE) using data from the National Joint Registry (NJR) for England, Wales and Northern Ireland. We performed a retrospective analysis of primary total knee arthroplasties recorded in the NJR from 2003 to 2014. Cobalt-chromium (CoCr)-CPE and CoCr-HXLPE bearing surfaces were compared using all-cause revision, aseptic revision, and septic revision as end points. Survival analyses were conducted using rates per 100 years observed, Kaplan-Meier survival estimates, and Cox regression hazard ratios (HRs) adjusted for age, sex, American Society of Anesthesiologists (ASA) classification, body mass index (BMI), lead surgeon grade, and implant constraint. Secondary analyses compared the most commonly used HXLPEs (Zimmer Prolong, DePuy XLK, and Stryker X3) against CPE for the 3 most common total knee arthroplasty systems (NexGen, PFC Sigma, and Triathlon). In the present study of 550,658 total knee arthroplasties, the unadjusted aseptic revision rates were significantly lower following procedures performed with CPE (n = 513,744) as compared with those performed with HXLPE total knee replacements (n = 36,914) (0.29 [95% confidence interval (CI), 0.28 to 0.30] compared to 0.38 [95% CI, 0.35 to 0.42], p 35 kg/m, the "second-generation" Stryker X3 HXLPE demonstrated significantly better survival than its respective CPE, with CPE having an HR of 2.6 (95% CI, 1.2 to 5.9) (p = 0.02). Alternative bearings are marketed as having improved wear properties over traditional CoCr-CPE. This registry-based analysis demonstrated no overall survival benefit of HXLPE after a maximum duration of follow-up of 12 years. Because of their increased cost, the routine use of HXLPE bearings may not be justified. However, they may have a role in specific "higher demand" groups such as patients 35 kg/m.     Subjective Experiences of Older Adults Practicing Taiji and Qigong

    This article presents a qualitative study following a 6-month Taiji (T'ai Chi)/Qigong (Ch'i Kung) intervention for older adults. The researchers conducted in-depth interviews of eight selected participants who elected to continue practicing Taiji after the intervention ended, in order to explore their subjective experiences of Taiji's effects and their motivations for continuing to practice. We created a Layers Model to capture the significance and meaning of the multidimensionality of their reported experiences. Participants not only reported simple benefits along five dimensions of experience (physical, mental, emotional, social and spiritual) but also described complex multidimensional experiences. Overall findings indicate that participants derived a very wide variety of perceived benefits, the most meaningful being a felt sense of body-mind-spirit integration. Our results support the important role of qualitative studies in researching the effects of Taiji and Qigong

    Managing Contemporary UK Universities – Manager-academics and New Managerialism

    A multi-disciplinary project entitled ‘New Managerialism and the Management of UK Universities’ was conducted by a team of researchers based at Lancaster University between October 1998 and November 2000. The study was funded by the UK Economic and Social Research Council (grant no R000237661). The project was designed to examine the extent to which ‘New Managerialism’, a set of reforms of the management of publicly-funded services popular with many western governments, was perceived to have permeated the management of UK universities. The study also explored the roles, practices, selection, learning and support of manager-academics. The first phase of the study comprised focus group discussions with learned societies from several disciplines where respondents considered what was currently happening to the management of universities. The second phase involved interviews with 135 manager-academics (from Head of Department to Vice Chancellor) and 29 senior administrators in 12 pre-1992 and post-1992 universities. The interviews explored the backgrounds, current management practices and perceptions of respondents. In phase 3, case studies of the cultures and management of four universities enabled comparison of the views of manager-academics with those of academics and support staff
